The Taliban spokesman said, “We have announced a general amnesty for Afghans and others. We will welcome those who are against the corrupt Kabul administration, who helped the intruders. The door is also open for them.”

The UN Secretary-General said in a statement that the Taliban were imposing strict sanctions on civilians living in areas under their control and restricting the rights of Afghan women.
